Using Elasticities to Derive Optimal Income Tax Rates

چکیده

This paper derives optimal income tax formulas using compensated and uncompensated elasticities of earnings with respect to tax rates. A simple formula for the high income optimal tax rate is obtained as a function of these elasticities and the thickness of the top tail of the income distribution. In the general non-linear income tax problem, this method using elasticities shows precisely how the different economic effects come into play and which are the key relevant parameters in the optimal income tax formulas of Mirrlees. The optimal non-linear tax rate formulas are expressed in terms of elasticities and the shape of the income distribution. These formulas are implemented numerically using empirical earning distributions and a range of realistic elasticity parameters.

Indirect Taxes for Redistribution: Should Necessity Goods be Favored?

The Atkinson-Stiglitz Theorem shows that with weakly separable preferences, differential commodity taxes are not needed if an optimal nonlinear income tax is imposed. Redistributive objectives can be achieved with the income tax alone even if goods differ considerably in their income elasticities of demand. Deaton showed that if the government is restricted to a linear progressive income tax al...

Appropriate Labor income and Capital gain tax rates functions extraction based on Overlapping Generation Models: Dynamic Stochastic General Equilibrium (DSGE) approach

In this study, using the overlapping generation (OLG (model and the Stochastic Dynamic General Equilibrium (DSGE) approach, the optimal form of labor income tax rate and capital income tax functions is extracted for the economy of Iran using annual time series data during 1357 to 1397. The results of comparing the calibration and simulation of the designed model show that the optimal functions ...

Optimal Income Taxation with Present Bias

Work often requires up-front costs in exchange for delayed benefits—one must search for a job before becoming employed, paychecks are typically delayed by a few weeks, and a promotion may come only after months or years of extra effort—and mounting evidence documents present bias over labor supply in the face of such delays. This paper studies the implications of such present bias for the optim...

Estimating the Optimal Taxation Rate on Consumer Goods Harmful to Health by Microstimulating in Iran

Reducing the consumption of goods harmful to human health is one of the government’s policies goals all around the world. One of the control tools in order to reduce the consumption of these goods is to increase their consumption tax rate in order to increase prices resulting less consumption and provide the required financial resources for culturalization, education and consumption control in ...

Optimal Participation Taxes and Efficient Transfer Phase‐out Optimal Participation Taxes and Efficient Transfer Phase-out

We analyze the optimal design of income transfer programs with a special focus on participation taxes and the marginal tax rates in the phase-out region. The analytical framework incorporates labor supply responses along the intensive and extensive margin, where the latter is due to a minimum hours constraint. All results are expressed in reduced form, i.e. in terms of intensive and extensive l...
